1. PLACE IN THE ORGANIZATION :-
Is responsible to the Senior Branch Manager or Branch
Manager through the Area Loan Supervisor.
2. FUNCTIONS AND RESPONSIBILITIES :-
In accordance with established Agency policy and
procedures, the incumbent:-
(A) Visits designated local market places and industrial
areas to promote, retail and explain the operation of
the working capital credit programme to small and
microenterprise owners who can benefit from the
Agency’s Microenterprise Credit (MEC) and Solidarity
Group Lending (SGL) product;
(B) Assists in the initial screening of prospective
borrowers, including visiting the business,
explaining and completing the loan application
form and analyzing the loan request;
(C) Through individual marketing and promotion,
ensures a portfolio of 35 or more new repeat loans
each month;
(D) Monitors an individual caseload of 200 active
borrowers to ensure that they meet their repayment
commitments;
(E) Collects cash payments and issues temporary
receipts to individual borrowers in the field, mainly
clients in arrears with their repayments;
(F) Provides enterprise counseling and deals with
problematic loans;
(G) Performs such other duties as may be assigned.
3. MINIMUM QUALIFICATIONS :-
(A) Academic and Professional
Successful completion of a two-year post secondary
course in accountancy, business, marketing,
community development or other related discipline.
(B) Experience
Three years experience in sales, marketing, banking
or Community development activities.
(C) Language
Good command of spoken and written Arabic and
English.
4. DESIRABLE QUALIFICATIONS :-
University degree in Business Administration, Accountancy
or Economics or a related discipline
5. EQUIVALENCY:-
When the minimum requirements are not fully met, with the
Director of UNRWA Operations,
substitute part of the unmet requirements with a combination
of relevant academic qualifications, additional professional
training and progressive relevant work experience.
N.B.: Work experience alone or formal qualifications with no
relevant work experience are not considered an acceptable
combination.
6. ADDITIONAL INFORMATION:-
- The incumbent may be required to work beyond the regular
working hours.

Equivalency Provisions
When the minimum requirements are not fully met, the Director of UNRWA Operations,
exceptionally substitute part of the unmet requirements with a combination of relevant academic
qualifications, additional professional training and progressive relevant work experience. The equivalency
procedures will be implemented according to the following order:
1. If fewer than 5 fully qualified applicants are received when there is a test for the post.
2. If fewer than 3 fully qualified applicants are received when there is no test for the vacancy.
3. If the outcome of testing and interviewing the fully qualified applicants proves unsatisfactory, further
applicants might be shortlisted on an equivalency basis.
4. If a second round of testing and interviewing applicants shortlisted on equivalency basis would not yield
a suitable candidate, the post will be advertised again.
Work experience alone or formal qualifications with no relevant work experience are not considered an
acceptable combination. In particular, no applicants will receive equivalency and an appointment if they are
less than one step below the requirements of the post. For example, if the post requires a master’s degree,
then only applicants with a bachelor’s degree can apply and receive equivalency according to the following
