Environmental Specialist
Acting for the Development Section of the Canadian Representative Office in Ramallah, the Program Support Unit (PSU) is seeking the services of an Environmental Specialist to provide analysis, reporting and monitoring support to the Development Section of the Canadian Representative Office in Ramallah, on a part-time basis.
The Consultant will maintain and share with the Canadian International Development Agency (CIDA) colleagues a fulsome and accurate knowledge of the environmental issues, in the West Bank and
The Consultant will also help identify and analyse key local and transboundary environment issues, their importance, their risks and opportunities and those specifically related to or affecting CIDA's program priority areas, such as Judicial Reform, Private Sector Development and Humanitarian Assistance.
It is also expected that the consultant will contribute to the integration of environment perspectives and considerations in the development and implementation of CIDA's programming frameworks and sector strategies.
Essential qualifications
-A university degree in environmental sciences or studies, or a relevant combination of education and experience;
-Knowledge of development and environment indicators (e.g.: millennium development goals, sustainability indicators)
-Knowledge of the development and implementation of environmental policies and legislation of the Palestinian Authority and the Government of Israel.
-Expertise in environment and natural resources management related issues in the context of Palestinian development and the Israeli-Palestinian peace process negotiations (e.g. Oslo Accords, Road Map, …)
-Knowledge of environmental governance, dimensions of environmental change (i.e. climate change), human security, human rights, food security, water and sanitation.
-Knowledge of Strategic Environmental Assessment (SEA) processes and approaches.
-Knowledge of various actors – governments, donors, NGOs/CBOs, universities and other development partners.
-Knowledge of environment and economic development issues (trade, access to natural resources, industrial production and environmental management systems, pollution prevention and control, certification processes, regulatory frameworks, market opportunities)
-Knowledge of environment and human rights issues
-Knowledge of gender and environment issues, particularly with respect to access to natural resources, private sector development and human rights.
-Familiarity with CIDA processes & Canadian government environmental policies would be an asset.
-Experience with liaising with stakeholders
-Practical experience in West Bank & Gaza.
-Strong research (finding relevant information) and analytical skills
-Ability to develop and maintain a network of knowledge partners
-Strong written and verbal communication skills in English and Arabic.
-Good analytical skills
-Ability to travel extensively in the West Bank
-Ability to work from home
Timeline: This is a one year contract with possibility of renewal
Rate: The consultant will be paid US$30 /hour
