1. PLACE IN THE ORGANIZATION
The incumbent of this post is responsible to the Chief, Field Health Programme; receives technical guidance from
Chief, Disease Prevention & Control and coordinates common activities with the Field Nursing Officer.
Provides technical guidance on disease preventive & control to medical and nursing staff in the Field.
2. RESPONSIBILITIES AND DUTIES
In accordance with established Agency policy and procedures, the incumbent:
A) Is responsible for the organization, implementation and evaluation of the Agency’s disease control
programme in the Field to which assigned comprising:
(i) Epidemiology and control of communicable diseases.
(ii) Epidemiology and control of non-communicable diseases.
(iii) Expanded programme on immunization.
B) Undertakes regular visits to UNRWA health centres in the Field to ensure that the programme is
implemented in accordance with the approved policies, strategies and procedures of the Department of
Health.
C) Monitors the Agency’s Disease Surveillance System in the Field and carries out periodic reviews to
assess programme efficiency and effectiveness.
D) Assists in the organization, implementation and evaluation of special training programmes for
development of human resources in epidemiology and disease prevention & control.
E) Participates in the development and conduct of health services research relevant to the Agency’s
disease prevention and control activities.
F) Maintains close coordination and liaison with the concerned public health departments in the Field
regarding co-ordination of disease surveillance and control measures.
G) Provides technical guidance on disease prevention and control to medical and nursing staff in the Field.
H) Performs such other duties as may be assigned.
3. IMPACT OF INCUMBENT'S WORK
(A) Importance of decisions and proposals made by the incumbent
Major decisions involving change or re-definition of policies, strategies and targets of the
programme are often determined by Headquarters in consultation with the Fields.
Proposals are mainly of technical nature, but may have implications on the health status of the
population, quality improvements and cost-effectiveness of services.
(B) Possible consequences of involuntary errors made by the incumbent:
Oversights or errors may have adverse consequences on service delivery and quality.

(A) Application of guidelines
The work is governed by the Health Technical Instructions guidelines, approved strategies and
Agency-wide divisional planned activities.
(B) Supervisory control over work of incumbent
The work at this level is carried out through ongoing consultation with the supervisor and in
accordance with approved planned activities.
5. MINIMUM QUALIFICATIONS:
(A) Academic and professional qualifications
(i) Degree in Medicine from a recognized university.
(ii) Post-graduate degree or diploma in public health, majoring in epidemiology.
(B) Experience
Seven years professional experience in administration of public health services.
(C) Language
Good command of spoken and written Arabic and English.
6. DESIRABLE QUALIFICATIONS
(A) Knowledge and skills in use of computers for epidemiological applications
(B) Past experience in planning, organization and implementation of training programmes.
7. EQUIVALENCY
When the minimum requirements are not fully met, the Director of UNRWA Operations,
exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications,
additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered
an acceptable combination.
8. ADDITIONAL INFORMATION:-
- The incumbent is required to travel frequently within the Field in the performance of his/her duties.
- Comprehensive knowledge and skills in public health administration, planning, evaluation and training.
- Ability to take initiative and maintain cordial relationship with all concerned.
- A candidate selected for this post will be appointed under a fixed-term contract and will be paid a monthly salary
of $1379.70 plus a Special Occupation Allowance of %25 of the base salary.
